The coronavirus epidemic is having a negative impact on the global and local economy. In this globalized world, the disruption of the supply chain and the closure of companies for public health reasons have resulted in a substantial contraction in production. The modeling simulations predict that more than half of this contraction will be due to the economic uncertainty induced by COVID-19 with its impact on investment, the business environment and higher transaction costs. The costs of uncertainty are comparable to those of the pandemic itself.

The current crisis has exposed the fragility of the economies of many countries, including the wealthiest, but it has also shown the lack of preparation and / or the failure of health systems in particular. In this context, the ability of policy makers to respond to the shock of the COVID-19 pandemic in a timely and efficient manner is important. The action of local and regional elected officials was decisive not only to stem the pandemic, but also to limit its economic and social consequences in the short and medium term. Local measures and actions in political, economic and social terms have been put in place to mitigate the impact both on local economics and on local finances.

This issue of May presents to you during this exceptional period the responses provided by Local and Regional Governments (LRGs) from all regions of Africa. The issue begins with an attempt to estimate the impact of the pandemic on LRGs’ financial resources and capital expenditures.
