The classical approach about the concept of competitiveness points out competition between systems (businesses, territories) for attracting external resources (technical, economic, financial, technological, human, etc) against the detriment of other ones.

In the majority of cases the objective of increasing sales has neglected important effects, in terms of environmental and social impact, and this has much to do with the current international economic, social, and financial crisis.

Is it possible to think about a new innovative approach on competitiveness, including social and environmental paradigms?

Does this imply new forms of governance and economic democracy?

ILS LEDA, the UNOPS program which provides international links and services for Local Economic Development Agencies (www.ilsleda.org), has launched an open debate space of ideas and opinions about the issue, starting from a draft document for discussion which you can find in the blog http://ilsleda.blogspot.com/

This initiative is part of the ART (Articulating Territorial and Thematic Networks for Human Development) Scientific Committee Program, promoted by Edgar Morin and aimed at improving the quality and the effectiveness of development policies and practices, and at accompanying the search for innovative solutions (see also www.ideassonline.org).

The results of this discussion will be published in the the electronic International Journal on Human Development and International Cooperation "Universitas Forum"(www.universitasforum.org), and, in general, could improve the United Nations contribution to human development programs.

Case Study: Municipality of Grimsby

This case study from the Municipality of Grimsby (UK) shows how the local government dealt with a declining economy and increasing unemployment during the mid-1980s. Taking its point of departure in a competitiveness assessment, the local government initiated a series of sector-based programs to diversify the economy away from fishing. Among the initiatives is a Food Processing Cluster Development strategy.
